If the runoff is between two participating candidates in the leveraging scheme for their 1,000 supporters/donors does the asserted governmental interest to match big private donations completely vanish? (And so too the delivery of any public money, for the runoff?)

It does make for a nice "as applied" test, and a judicial affirmation that the scheme is not merely a violation of the first amendment but so absurd as to not even pass a rational basis test.
