While I couldn't find any confirmation of this, I have a suspicion as to why these calls are coming from a phone number registered in Columbia, South Carolina.
Don Fowler. I took his class at USC (SoCar), and he's pretty connected with the Clinton family (DNC Nat'l Chair 95-97 during Clinton's 1996 election) and he runs a communications business in, you guessed it, Columbia, South Carolina. Fowler's an accomplished political strategist, but seems like the campaign's money is being used to enrich some real insiders.
On a sidenote, this is the same Don Fowler that was involved in the campaign finance ethics throw-down involving Roger Tamraz, $300,000 donations to the DNC, and an oil-pipeline. I hope I can find my class notes from the day he talked about it (I think they're in the basement).

I'm so glad I don't have a landline anymore. It's nice not to have to deal with this kind of crap.
