Local government going bankrupt over sewer bonds

Thank heaven that sort of thing happens only in Alabama.

To be fair the whole mess started with Reagan than Bush senor and Clinton and now Jr. Mandates by DEQ or EPA were funded the first time and sewer water rates had small increases to up-grade as needed . Without funding for infrastructure mandates everything is going to hell and than add-on's like Stens bumbling and Sam, the scam taxes more bankruptcies are inevitable. Before, the dimmos in Salem changed the law, water and sewer fees were dedicated funds and nothing could be tagged on, alas, no more.
