The biggest threat to Portland's open-air reservoirs may be the sun.

I didn't know we had to worry about terrorists as inclusive a bunch as runs city hall. Why we even had one as a intern once when Sam was Chief of staff.
All 5 of our open finished drinking water reservoirs are drained and cleaned twice a year. They are relativley small in comparison to the LA reservoirs and water passes through them fairly quickly, especially in the summer when the sun is out and our customers are watering their lawns.
