I don't think he is on anything, really. His is just a rather severe case of fetal alcohol syndrome.

Nixon got the same treatment from his party, with the exception of being asked to attend Sadat's funeral in place of Reagan (along with Ford and Carter).
I understand that Clinton was the first Pres. brave enough to seek his counsel regarding foreign affairs.
