That is a sad story. And pretty cruel. But I wonder if what happened should really be a crime.

That is truly a tragedy. That poor girl, during such an emotional period in her life, those adults should be prosecuted. The cops say they don't have a crime to charge them with? Why not something like assault? I suppose that is why the Meier parents are trying to develop the new law. Very sad story, and if there is one bright spot, maybe it can serve as a wake up call to some parents to keep a more close watch on their kids.

I don't know how those facts would fit any existing definition of assault. Maybe some sort of harassment, but not assault.

Intentional infliction of emotional distress - wrongful death claim. No question. If they want the cruel neighbors to move, they certainly have some leverage.

Intentional infliction of emotional distress civil suit - there would be some justice in beggaring that family for a long time.
