A Times mention that Portland probably didn't want
There's been a lot of talk of ending exclusion zones in Portland, but here's a practice that's got us on the national map.

Portland gets some glowing reviews, but we all know there are problems. On the same theme you mention, Ted Rall, a participant at Stumptown Comic Fest last weekend, wrote this last week:
"PORTLAND--White policemen patrol black neighborhoods, less as guardians of public safety than troops subduing occupied territory. They hassle young black men, subjecting them to "random" searches. Sometimes--too often--they shoot them. All-white juries acquit them, validating tall tales of squirt guns and wallets and shadows that look like guns..."

I don't think that there is anyone at City Hall who cares at all about addressing this situation, certainly no cares enough to do anything that will make a difference. It's like we have Blackwater patrolling our streets here in town. There might be good cops, but if there are bad cops, and there are, there is nothing that our elected officials are willing to do about it.

And the encumbants are held in high esteem and will be re-elected. So much for democracy.
