Don't give them any ideas.
Potland's iteration would involve dozens of IR sensing aerial trams traversing a vast web of cables suspended citywide.
They would be suspended from hot air balloons. Keeping these balloons aloft would be the responsibility of Commissar Leonard, natch.

That one commenter got it right...what an easy way to help rid the world of the scourge of that deadly drug, marijuana.
Of course, the poor subjects of the UK have long ago resigned themselves to even more surveillance of their everyday lives than we have.
