It's a bit late. No one is going to convert apartments to condo now. Maybe they'll change the law back again just before the next condo boom.

I also wish the law went further and came earlier, but I have to echo the "at least it's something" sentiment. NE Portland rep and genuine good guy Chip Shields seems to deserve primary credit for getting the law passed. This is a notable, and too rare, example of someone in state government responding to the real needs of relatively poor constituents.

It's also noteworthy that there will now be limits on the hours of construction activities, from 8 am - 5 pm. One can only wonder how late these things used to go on, and how the developers used that to make life miserable for the holdouts.
