Off topic, but still speaking of predatory criminal behavior; is it still legal for tow truck companies to cruise around looking for cars to tow? I saw somebody lose their car this morning—probably while they were inside the Starbucks across the street—and while it's a sleazy thing to do, my understanding is that it is legal. I sure wish I had grounds for intervening.
