Rage against the machine
I got one of those "Dear blogger, We have something to sell your readers" e-mails this afternoon. I'm not game enough to get too involved, but the service they're offering does look interesting.

Here's a way to get directly to a human, without having to give your phone number to someone else (who might harvest it and feed it to millions of phone spammers). Just go to http://www.gethuman.com/us/ and you'll find phone numbers to get you directly to a human. And to top it off, there are a lot more places listed than at the place you linked to.
(Thanks to Consumerist.com, where I originally read about this: http://consumerist.com/consumer/customer-service/csr-hacks-secret-codes-to-get-a-human-quickly-157147.php )

The gethuman.com database is really good. I've tried several of them, and they've all worked as documented. Highly recommended.

Not to brag (OK, I AM bragging) but the way I run my shop, the Liens section of the Revenue Bureau, you get a "live person" (sometimes even me) on, usually, the FIRST RING.
No phone tree.
Real people. Right away.
It can be done. But you have to commit to it as a "value."

Yeah, but they're in Pakistan.

Bit odd--when you click the "About Us" link, it appears that the company has changed its business model rather substantially (and perhaps a bit suddenly).
