He'd have my vote

Sorry, just born smarmy.

Unfortunately, Jack Roberts talks a good game and is as affable as Ted Kulongoski. Unfortunately,the resemblance is even deeper! Unfortunately, the more you look at "accomplishments" the less you find. For example, Jack rarely even showed up to work as Labor Commissioner. Check the old Oregonina story which led him to explode in print (not deny) that he actually did not bother to come to the office where his deputy or top staff worked every day and stayed home in Eugene or went off giving speeches at luncheons and let others run the agency. He boasted of doing more with less but the truth is he did less with less, cutting out federally funds and positions that then simply went elsewhere,etc etc. The guy did not contribute anything new...
