This makes sense
The one valid thing I can see coming out of the Bush administration's latest round of "tera" warnings is its emphasizing that there are some known AQ operatives running around in this country, and they need to be brought in. Here, take a look:
Other than that, is it breaking news to anyone that Al Qaeda is planning to attack the United States again "sometime soon"? Are the swing voters of this country really that out of it? Were we thinking that they had given up on the idea? That they wouldn't get around to it for a good long while?

The thing that chaffs my hide is that the whole "terror alert" color thing. Why no raise in color? I watched Ridge on Jim Lehrer, he made no sense. He's just proving what an awful idea the colors were in the first place.
I did however notice this in the 5/28 WaPost:
Under the Homeland Security Act of 2002 and Bush administration rules, only the Department of Homeland Security (DHS) can publicly issue threat warnings, and they must be approved in a complex interagency process involving the White House. Administration officials sympathetic to Homeland Security Secretary Tom Ridge said he was not informed Ashcroft was going to characterize the threat in that way -- an assertion that Justice officials deny.
