Here's a report from the Portland city auditor finding that private sector jobs and wages went up in the city's urban renewal districts between 1996 and 2009. Since private sector jobs decreased citywide, one can logically conclude that the urban renewal areas cannibalized the employment elsewhere within the city limits. Property values went up faster than elsewhere, too -- it's amazing what going into hock to hand out free infrastructure to developer pals will do.
The mayor and the car-hater guy he has running the Portland Development Commission bleat, "The City and PDC are proud of the accomplishments in the report, which include many public/private partnerships and iconic developments." Linchpin City!

What is the problem ? The leftist, dope smoking, crowd loves the people in power. POWER to the PEOPLE . If we are lucky Sammy will return as Gov. Recap did, praise the voters . Complain all you want, you got what you wanted.
Meanwhile, cost of government services has skyrocketed and tax collections are down - particularly in the URA areas, leaving other parts of the city to pay higher taxes and receive far lower services than in the past.
Further this creates new areas of blight, requiring the city to step in and "revitalize" other areas of Portland.
At what point do we starting having to revitalize the revitalized areas of town? Isn't this just a giant circular game of rearranging the deck chairs on the Titanic?
I suspect lots of going away gifts before the 14 days are over.
Unfortunately, it doesn't look like the new year will be bringing us any glad tidings and joy.

Do the "control areas" described in the report really represent a reasonable comparator for the success of URAs? When the URA pirates economic development from other areas, one might think that it would cannibalize the control areas first.
