Recircling the scam wagons
The condo mongers who built Portland's epically failed SoWhat District say they're busy these days coming up with a new plan for the east side of Lake Oswego. But they need more time to show the details. In other words, the wallets of that city's taxpayers are safe for a little while longer.

Don't be surprised by Matt Brown of Homer and Co. still proposing a Local Improvement District (LID) that is even more extensive to cover the fed/state streetcar money losses. It could extend even pass the downtown and the First Addition neighborhood, and farther to the west into other neighborhoods. You could say "East meets West". How would you like another $450 dollars a year tacked onto your home or small business property taxes?
Of course, they'll still talk urban renewal too to steal money from schools, police, fire and parks.

As long as the city continues to dangle tax money in front of developers none of them will ever propose building anything there without the tax money.
Why would they when they can build something and get millions more for their efforts.
When no tax money is available and zoning is adapted to accommodate development things get built without any tax dollars.
Bridgeport Village, on a filled site, needing many millions in methane mitigation and off-site street and intersection improvements was built without any Urban Renewal or LID or other tax subsidy at all.
Lake Oswego should suspend their plans to develop the Foothills and invite developers to propose something they can build with some zoning and/or street changes. It probably won't be the density, mixed use & 1000s of units or smart growth BS but so what.
It could very well be smaller scale and phased project that is more compatible with the city and taxpayers.
If anything reasonable is to happen the inept Mayor has to go.
He is nothing but bad news and terrible leader.

There's the little problem of the Portland sewage treatment plant. That will have to be moved -- think Homer & Co. will pay for it?

It really amazes me how Portland ever made it from Feb. 8 1851 when it was incorporated to the present date without Urban Renewal or LID for most of it's history.

When I was still on the Lake Oswego Planning Commission I asked those clowns (WD&W) what would happen if there was no streetcar. WD&W said they wouldn't be involved in the Foothills redevelopement project. So what gives now when the streetcar is a dead issue? Has city money been promised but not made public? Judy and company working behind the scenes before the taxpayers get wind of anything? This sort of thing shouldn't pass any one's sniff test, it's way too incestuous.

what that means is the streetcar plan is still moving ahead full steam, just in the shadows.
Give it a year or two and suddenly some "federal" funds will fall from the sky courtesy of the third US Senator from New York.
Then the mantra will be, "we MUST build the streetcar or "lose" the money".
