Never mind -- Portland sewer bill checkoff may be an add-on

We railed this morning against the City of Portland's plan to allow customers to designate part of their sewer bills to go toward public school bioswales. The press release we read on the subject sure sounded as if that would be the case. But an alert reader read all the way down to the fine print at the bottom of a different city announcement of this new idea and noticed that it isn't really coming out of your sewer bill -- if you make the donation it gets added onto your bill:

The city will add the amount of the GreenBucks contribution you choose to your bill each billing period.
That makes this program far less objectionable, although it's still a wonder why city employees are getting paid to solicit and forward donations to the public schools.

So, that makes it a voluntary donation to Save the Schools. What's it doing on the water/sewer utility bill?

Speaking of saving the schools, I thought the city issued a statement about 10 years ago stating that they had a study indicating the city's future would be dependent upon 'young, active, singles' and away from children, families, and the elderly, and services would be redirected to encourage the one and discourage the other. This happened around the same time many playgrounds were converted to dog parks in spite of all the neighborhood outrage, and thus began another round of resident exodus. I thought schools weren't high on the list? (Ironically, since then many 'young, active singles' have moved here and started families...

Hmmm. Sounds like a model for great way to accomplish recalls of wayward CoP council members. Just check 'em off, and mail it in.
