Chief Rosie to union bullies: "Please don't hurt me"
It's so Portland. After a rare moment of even mild candor about apparent police brutality, the police chief rushes to apologize for saying anything. Now, we must have the requisite drawn out, secret investigation, after which the "thumper" cop will go right back out on the street. No doubt with retaliation against the whistleblower. Nothing to see here, people -- go about your business.

Apparently, she initially didn't "look for the union label."
Will the protesters be wearing their police uniforms and carrying weapons during their two block march? (They cannot be on the clock; ORS 260.432.)
Will the guard at city hall expel the (armed) protesters from the entry area of city hall, with a command that they move their protest onto the sidewalk or face immediate arrest?
Will Police Chief Rosie Sizer order on-duty officers to keep off-duty protesters off the city hall entry area?
Stan brings up a good point about Adams. He's barely involved in this bruhaha at all. He is beyond weak at this point. Just another warm body at City Hall.
Randy is my least favorite council member, so when he did his review of the Police Bureau, I assumed that he was just huffing and puffing. But now I'm starting to wish that he'd been given the Police Bureau after all. If he's going to be a tornado of petty destruction, it might as well be there.
"OK, well, the best thing to do is for me to look weak, and for you to look stronger. That will keep the angry macho types from totally losing it."
"how do we do that?"
"well, I suggest a remedy the police will be OK with, and you overrule me with something the police will be less OK with, but the effect of me looking subordinate will make up the difference.
OK?"
"OK."
"But Rosie, what about the public?"
"The confusion created by seeing you actually take any public action against the police at all, after we stalled for three years, will keep the public off-balance while we initiate some more delay tactics. I'll insert the words
'I was troubled' and, you know, that's what Bloomberg said, and people liked it."
"Oh, and then later I'll summarize the whole godawful battlefield with a long, thoughtful email, where I repeat the word, 'mature', many, many times. The word 'mature' has been scientifically proven to have a calming and reasoning effect on the reader. Especially if you tack the word "organization", on to to the end of it. The PR team agrees."
Dan replies..
"Fine. But you do all the talking. I need to go home and keep up my cipher cult image."
Can someone tell me the extent of the perps' injuries for resisting arrest and striking a police officer. Sometimes we don't get the concept of the thin blue line, especially when an unfortunate and PC incorrect event like this gets recorded for the blogger world. Not justifying anything here except to note that it is easy to criticize police mistakes while loving the security they provide us everyday. They DO keep the peace, but that is not a favorable liberal concept. You want more training, raise our taxes and get PERS under reasonable control but don't try this officer in the blogosphere for causing a bruise. The first conclusion in a public trial like this is usually wrong.
He's one of the city's most violent cops -- a documented fact -- and he shot a 12-year-old girl at point-blank range with a beanbag shotgun within 10 seconds of her encounter with his partner. Oh, and the underlying "crime" that led to the whole thing was violation of a Tri-Met exclusion. Sorry, but this one's easy.
A bean bag? Ouch! Can we see the bruise.? These things happen instantaneously, and non lethal force sometimes occurs, however distasteful. But the persecution of the PDX police force is far overblown on your site as well as others. The Chasse killing is a legitimate issue for attack, but this one is a bruise on the thigh, not multiple cracked bones and fatal lung punctures. What if she had a gun or knife? Would you know in that brief period of confrontation? How would you or any of us react? Think you might think of the family you might leave behind? So now the police will boycott the use of beanbags to mollify the liberal outrage. Great. Back to tasers, choke holds. and live rounds. Hooray for that. Not a step forward.

I've seen some pretty scarey 12 year olds but they don't scare me near as much as 200+ lb goon in a cop uniform outfitted with mace, night stick, glock and a short fuse.

The COP must have a hopper full of Pending Secret Investigations somewhere.
Is there a Department of Secret Investigations or is that secret as well?

I didn't read it as her apologizing for saying what she said, rather that she was sorry that it was upsetting the force...
I liked her email.

Another fantasy to keep my spirits up...
Conversation between Dan and Rosie.
"Um, Rosie, this looks really bad..."
"No kidding."
"What should we do?"
"OK, well, the best thing to do is for me to look weak, and for you to look stronger. That will keep the angry macho types from totally losing it."
"how do we do that?"

Is that what's he's going for? A cipher image? I've always assumed that he's just kind of dim.

I don't think you graduate from MIT dim.
Craven, certainly. Dim, no.

You have a 5'7 160# person violently resisting arrest. Tell me EXACTLY how you subdue her in an acceptable manner.
