No, Clapper was not charged with being under the influence, at any time, anywhere. It was a possession charge, and as I say, it's reported to be under appeal.

I stand corrected.
Police found a used pipe and some weed at Clapper's apartment and got 127 lame excuses from Gregg, which is why cops refuse to drop the charges.

What I've heard is that the police found a pipe with some "residue" in it. But apparently not enough residue for the crime lab to even test. No indication of when the pipe was last used, much less who it even belonged to (I heard through the grapevine that it didn't belong to Clapper, but he wasn't interested in implicating a family member).
Whatever the case, the whole reason for the search warrant was to find evidence of illegal hunting, but no such evidence was uncovered and those charges were dismissed.
I guess what you have is some frustrated cops clinging to an old (alleged) pot pipe for some validation of their wasted efforts.
That's kind of disturbing.

Once on his radio show he struck out against being called a right winger. My impression is that he is liberal on the social issues and conservative on financial issues. He is definately NOT from the religous wing of the Rs.
I don't think that he worked on any of the social issues ballot measures. I only know of financial ones and I think he was on the pro side of Dr. prescriptions for sucide use, hardly a big time R issue.

thank you for this,Jack...I appreciate your sense of fair play. The cops lied and admitted as much. There was no pot. And there was some very shitty reporting. I don't care what your political beliefs are, the cops had no right to do what they did. After two years, all hunting charges have been dismissed. They had no proof 2 years ago and the judge forced them to admit they had no proof now. The bullshit pot charge will also soon be dismissed. There was no pot. There were pipes stored in a box from years ago. Do you honestly believe that lacking political motivation, 3 state troopers wearing flack jackets would have swarmed my home and charged me with having a couple of pipes with residue? If I wasn't Gregg Clapper, there would have been no charges. The disturbing part is reading the uninformed crap from those like Daphne. If the state cops can use the justice system to come after me because I criticized the obscene level of funding for their pensions, maybe some day they'll come after one of you. Will you make light of it then?

Has this incident changed your views about Measure 11 -- and other "tough on crime" measures?
After all, most of the people sitting in Oregon's prisons these days are folks busted on minor drug crimes. Surely, some of them are akin to your "bullshit pot charge" - or just a bit less BS.
